Having known the crew at PIE for a while now, I can confidently say that Google made a great choice.
Special points for co-founder Rick Turoczy; it's clear he's worked hard to make sure PIE is the success I always knew it would be. He also runs a quality blog covering the Portland startup/tech scene (in his spare time?) at http://siliconflorist.com/

I hesitated to respond because it's not exactly awesome. But for anyone interested in what's happening in the Portland, Oregon, startup community, it's +12 years of content in that regard. Written mostly by me. Who happens to be a human on a regular basis. A human with bad grammar.
Also, people so rarely ask about blogs anymore that I was compelled to respond. So thank you.

Instead of focusing on Craigslist, have you tried Silicon Florist (https://siliconflorist.com/)? The site has a jobs board and posts about tech/startup related news which can help you familiarize yourself with the local 'scene'. If you're looking for events, there are a number on meetup, but also check out https://calagator.org/.
As you've worked contract jobs recently, I agree with the sentiment others have already mentioned regarding working on applications or open source projects to build a portfolio.

Our company is in the Portland Seed Fund portfolio also. We know Todd and his team and they are good people. They worked incredibly hard at building up Vizify.
While it may be a bummer for users, I hope this is a positive step for the team and congratulate them on their effort!
EDIT: It is worth mentioning that Vizify raised in the valley, but ran the company out of Portland. Only a few consumer internet companies have done this so far, but in each case it has brought a lot to the city by helping build out the startup ecosystem up there.
It is way different running a consumer internet startup in Portland from the valley. We couldn't do it--we moved down to CA.
More info and sentiment from Rick Turoczy, who is close to the Portland tribe: http://siliconflorist.com/2014/03/05/visualize-exit-portlands-vizify-a…

As far as gigs/jobs, check out:

Salaries are on the lower end, but so is cost of living here. Lightbox to avoid SAD not included.
The Portland Seed Fund is launching this summer, which might bring some sexiness to the startup scene. COLORlovers just got 1mil and so did ShopIgnitor a few months back. So there is some action here for sure.
Portland is a big digital media agency town. Webtrends is here and lots of SEO/online marketing shops. GetClicky is here as well (go analytics!).
Not sure about interview questions.
I just hired a PHP dev strait from school at 50K/year. Hope that helps. Good luck.

The portlandten.com link is dead. I don't know if there's an official voice for the Portland startup community, but Rick Turoczy at http://siliconflorist.com does a pretty good job rounding up the local startup news (among other topics).

I've been armchair-surfing the Portland tech scene. This blog about the PDX tech scene is interesting..

"Calagator, the community project designed to give Portland one tech calendar to rule them all, has quickly begun to show signs of progress. In fact, events have begun populating the calendar already."

I didn't know Oregon (Corvallis) had such a vibrant technology culture/market.

There are a lot of co-working locations in Portland and I think the list continues to grow. There are all types from small startups, incubators, and hackerspaces. It has been a few years since I was involved in Portland's tech community but here are a few I can remember:
OTBC: http://www.otbc.org/
Nedspace: http://nedspace.com/
PIE: http://www.piepdx.com/
Portland Startup Incubator: http://www.pdx.edu/accelerator/
Collective Agency: http://collectiveagency.co/
Flux: http://fluxlab.io/
ADX: http://www.adxportland.com/
Silicon Florist is the premier blog on Portland's startup scene. http://siliconflorist.com/
Calagator is an aggregator for events:

Calagator also provides a list of venues:

PHPfog/AppFog credits an HN post for their start:
https://news.ycombinator.com/item?id=1414560
“I was hacking around with some code seeing if I could create something useful for my PHP programmer friends,” said Lucas Carlson, founder of PHP Fog. “I got a prototype working to prove that it’s possible. Then I put a landing page up that described the promise of PHP Fog. A single link on Hacker News went up the next day and 800 people signed up for what I built. That was the day I knew I had to go all in.”
