Ericsson's research lab site covered early web real-time communication work, including WebRTC demos, peer-to-peer video, and the Bowser mobile browser.
What HN saysHN links it as an early working implementation of browser-to-browser voice and video, and as the source of Bowser, which brought WebRTC to iOS.

As far as I am aware, Apple does not seem to have a policy preventing this type of work. There was a fairly well-publicized release of an experimental codebase from Ericsson:

which has since been retired (although as far as I know, not due to any conflict with Apple):

If you use Bowser (https://labs.ericsson.com/apps/bowser) you can use WebRTC on web pages with iOS. Otherwise you can build the WebRTC library with your app and make use of the technology natively (https://code.google.com/p/webrtc/)

This may then mean that a matching Javascript VNC server is not far away? I've been looking into non-flash Desktop sharing options and found this recently which is a peer-to-peer screensharing service over WebSockets: https://labs.ericsson.com/developer-community/blog/screen-sharing

Ericsson has a working implementation for this, they do voice and video browser to browser with Webkit:

Here's something else that might be of some interest to you. Slightly off topic -- video chat implemented in HTML5.
