https://insider.windows.com/ — Becoming an insider is just a registration away, takes no longer than 5 minutes.
Use preview builds at your own risk, though.

After the official launch on July 29 they will probably reopen the Windows Insider program for signups, so keep an eye on https://insider.windows.com/

If your just testing I think there are Technical Previews. For example Parrallels for OS X has an easy way to download them. I think you could probably get something similar for Linux via something like this https://insider.windows.com/

Is the feature you mean called Sets?

Looks like it was removed from Windows preview due to feedback, they may be reworking it in the background.

It's effectively emulating a Windows Update client to retrieve all the update bits. Then there's some hoop jumps to bake an ISO.
It's also important to point out Insider builds are free for use, with some restrictions, providing a cheap alternative. [1]

I can't answer this because the most likely location for the answer [1] is locked behind a beta program access or something, but where do they plan on taking the reserved storage from? I assume they're not going to try to repartition the drive? It sounds like they're just using filesystem features to carve it out of an existing partition, but I'd like to be sure. My laptop is currently dual-boot, but if Microsoft starts blindly mucking with partition tables it's gonna go single-boot Linux right quick. (I expect it's not that, but I'd like to be sure.)
As long as they're staying out of the partition table, this sounds like a good idea to me, honestly.

The 1809 update took ten minutes on an average notebook with SSD here. MS did some serious work in the last releases to reduce the offline time for updates.

The current Insider Skip Ahead release updates in under 30 minutes, down from 82 minutes with the Fall Creator's Update. Huge improvement!
