everything we have at Scaleway is on our blog http://blog.online.net
things are calming down now, we known what are the fixes for the known bugs and their limitations
We can probably expect more OS patches in the coming weeks to improve performances and potentially fix new variants of these bugs that could come in the future

Compared to Scaleway, Scaleway gives you two vCPUs (not one) and 50GB storage (not 20GB) for their entry level cloud server, at around 3€/month.

The problem with Scaleway is that they are working at capacity and are almost always out of stock.
They are expanding now (and are hiring!), https://blog.online.net/2017/11/13/scaleway-enters-a-new-growth-phase/
The big difference between Hetzner and all the rest of the cloud servers, is that they start with 2GB RAM for their entry level packages.

Cloud vendor Scaleway reports that Intel has promised them a microcode update: https://blog.online.net/2018/01/03/important-note-about-the-security-f…
"According to the latest update from Intel, a microcode is required to completely fix the bug. The microcode release date is, at this time, scheduled for an undisclosed confidential unacceptable late date"

Yes, multi-location will be proposed in September, you will be able to choose each location where you want your archive.
The 40TB limit came from the temporary storage plateform who need to be fully provisioned for each active archives. This temporary storage is free of charge, we had to put some limitations to keep reasonable plateform. https://blog.online.net/content/images/2016/07/c14howitworks.png
The backend storage pool (The "C14 cloud") is near unlimited.
