From last two month there are 6 new Debian Developer and 10 new Debian Maintainers. This information is available at https://bits.debian.org
For me, working with packaging is a joy, once I learned how it works I see it as a thin wrapper around an upstream code base that, after built with whatever upstream tooling, is copied within a package alongside it's dependencies information.

Debian statement, Dec 2023, https://bits.debian.org/2023/12/debian-statement-cyber-resillience-act…
> Even if only "commercial activities" are in the scope of CRA, the Free Software community - and as a consequence, everybody - will lose a lot of small projects. CRA will force many small enterprises and most probably all self employed developers out of business because they simply cannot fulfill the requirements imposed by CRA. Debian and other Linux distributions depend on their work. If accepted as it is, CRA will undermine not only an established community but also a thriving market. CRA needs an exemption for small businesses and, at the very least, solo-entrepreneurs.

There's no legal issue with using it yourself. Debian's problem is that, as a distro, they are creating a single product - the Debian operating system.
Debian could even ship you something that compiles perf against libbfd on your own system. This is the approach they take with ZFS and Linux, which are under incompatible licenses (CDDL and GPLv2): https://bits.debian.org/2016/05/what-does-it-mean-that-zfs-is-in-debia…
A company is generally a single legal person and so there's no "distribution", but https://www.jolts.world/index.php/jolts/article/view/66/125 is a law review article that discusses the complexities here. If you employ contractors, or if the company as a whole is purchased, the answer is apparently blurrier.

I meant to say, let's fight criminals tomorrow or wait for the family to release more information.
Also please note this message on Debian's site from his family:
"His family has asked for privacy during this difficult time and we very much wish to respect that."
